Mumtalakat and ARP Group Plan AI-Native Wholesale Bank in Bahrain
Bahrain's sovereign wealth fund and ARP Group are partnering to launch an AI-native wholesale bank targeting institutional clients regionally and internationally.
Bahrain Mumtalakat Holding Company, the sovereign wealth fund of the Kingdom of Bahrain, and ARP Group announced a partnership to establish an artificial intelligence-native wholesale bank in Bahrain, according to a statement released on the sidelines of the Gateway Gulf 2026 conference in Manama.
The proposed institution is designed to serve institutional clients with both regional and international banking needs, positioning Bahrain as a hub for next-generation financial infrastructure in the Gulf region. The partnership signals growing appetite among sovereign-backed investors in the Middle East to embed AI capabilities at the foundational level of new financial entities, rather than layering technology onto legacy systems.

Mumtalakat oversees a portfolio of assets on behalf of the Bahraini government and has previously invested across sectors including aviation, telecommunications, and financial services. Its involvement lends the proposed bank significant institutional credibility and access to sovereign capital, factors that could ease the regulatory path through Bahrain's Central Bank licensing framework.
The announcement at Gateway Gulf 2026 underscores Bahrain's sustained effort to attract fintech and financial innovation investment, leveraging its established regulatory sandbox and relatively open banking environment compared with larger Gulf neighbors. An AI-native architecture, if realized, would distinguish the bank from conventional wholesale lenders by potentially enabling faster credit decisioning, automated compliance, and streamlined correspondent banking operations for its target institutional clientele.
